
As the President of Cathcart Construction, Steve Northcott is responsible for all aspects of the construction process from preconstruction services through owner acceptance and occupancy. Steve has been actively involved in the real estate industry since 1985 in Virginia, North Carolina, South Carolina and Florida, having managed more than $200 million in real estate construction and development projects. Steve’s project experience includes new construction, renovation and repositioning in multifamily, single family, healthcare, retail and office markets. Steve’s breadth of management responsibility includes the overall supervision and execution of complex development and construction projects, including planning, preconstruction services, design team coordination, budgeting, scheduling, contractor coordination, contract negotiations, cost control, quality control, staffing and personnel management. Steve is a graduate of Virginia Tech with a Bachelor of Science in Building Construction.

As president of Cathcart Property Management, Carolyn Busker oversees the company’s day-to-day operations of a portfolio in excess of $253 million. She is also responsible for marketing and advertising the company’s existing portfolio, and newly developed communities. Carolyn established a division of the company that focuses on managing Associations and investment properties. She has a proven track record of pre-leasing new communities ahead of projections. In 2013 and 2014,Cathcart Management was awarded the National Multifamily Customer Service Award for Excellence – Category V.
Carolyn has been involved in all aspects of real estate for the past twenty-eight years, including commercial, retail, industrial, and residential properties. Prior to joining Cathcart in 2002, she was with Crescent Real Estate Equities (REIT), and Carter-Crowley Properties where she was responsible for over 3 million square feet of class A office space. Prior to that, she was with Transwestern Property Company where she was instrumental in handling the take over of newly acquired office buildings, and responsible for handling a large portfolio for institutional owners.
Carolyn graduated summa cum laude with a bachelor’s degree in marketing communications from Mary Baldwin College. She is a Certified Property Manager (CPM) through the Institute of Real Estate Management (IREM), and served on the Board of the Institute’s Dallas chapter.
She holds a Real Property Administrator (RPA) designation through the Building Owner’s and Manager’s Association. In addition, she holds the Association Management Specialist (AMS) and Certified Manager of Community Association (CMCA) designations both through the Community Association Institute (CAI). Under her leadership, Cathcart Property Management is an Accredited Management Organization (AMO) through IREM. She is licensed to sell real estate in both Texas and Virginia and is the Principal Broker for the company. She is involved with several charitable organizations.
Donald Vogeley has been involved with property management since 1991 and a member of the Cathcart team since 1999. He is responsible for overseeing the day-to-day operations of luxury apartment communities, as well as condominium and property owner associations in Virginia and West Virginia. He also serves as a central resource for marketing, advertising, and new business development. Prior to joining Cathcart Property Management, Donald worked for AvalonBay Communities in Richmond, VA. His real estate experience includes successful pre-marketing and sales for an exclusive retirement community in Redding, CT. He holds a degree in sociology from Hartwick College, his Virginia Real Estate License, and Certified Manager of Community Association (CMCA) designation through the Community Association Institute.
Daniel Lamay joins the Cathcart Group after spending 10 years working for regional construction management firms with a focus on luxury multifamily apartment homes. During that time Dan served in roles that included project management, site supervision, and estimating. He has successfully completed projects that include new construction and renovations within the multifamily, healthcare, industrial, and institutional markets. Additionally, his blended background in both preconstruction and operations afforded him the unique opportunity to develop budgets and manage construction of the same project.
As Cathcart’s Director of Pre-Construction, Dan is responsible for working closely with our in-house development, construction, and property management groups to develop a firm understating of the scope of work, and project programming required to successfully complete each of our projects on schedule and within budget. Additionally, Dan is responsible for constructability and construction value analysis, developing comprehensive construction and developer project budgets, and the management of our procurement process.
Mr. Lamay is a graduate of Virginia Polytechnic Institute and State University, with a Bachelor of Science in Building Construction and an MBA.
Todd Dofflemyer joined the Cathcart team in 2004 to focus on new development opportunities. In June of 2009, Cathcart Group promoted Todd Dofflemyer to CEO to lead the group’s family of companies, while Rip Cathcart continues his visionary leadership as the company’s Chairman. His multifaceted responsibilities include acquisitions, development, new construction, rehabilitation, and disposition of an extensive multi-family portfolio, as well as the development of single-family home communities. Prior to joining Cathcart, Mr. Dofflemyer worked in an executive capacity for Gumenick Properties. There he was instrumental in the growth and repositioning of the company’s apartment portfolio throughout Virginia and South Florida. Communities under his purview in Norfolk and Richmond, Va., as well as Miami Beach, Fl. have been recognized as “Property of the Year.”
He has been active in the Virginia Apartment Management Association (VAMA), and the Richmond Apartment Management Association (RAMA), where he served on the Board of Directors for both Associations. He has a bachelor’s degree in Housing, Interior Design and Resource Management with a focus on Property Management from Virginia Tech. He is also a Certified Property Manager (CPM) through the Institute of Real Estate Management.
Laurin Young, Chief Financial Officer for Cathcart Group, is responsible for overseeing the financing, accounting, and reporting functions of the company. Laurin comes to Cathcart from Smith/Packett Med-Com, LLC, one of the largest senior housing and care development companies in the country, managing more than $60 million in healthcare related projects annually. She has a degree in Accounting from Virginia Polytechnic Institute and State University, and brings a wealth of financial knowledge and expertise to the organization.
With his entrepreneurial energy and dedication to quality, Rip Cathcart has created a visionary approach to the development and management of multi-use investment properties. After a successful career in real estate sales, Cathcart turned his keen insight toward the Charlottesville, Virginia rental market, where he ultimately developed several award-winning and highly sought after apartment and condominium communities. His success in analyzing the market and assessing consumers’ needs launched Cathcart to his leadership position within the real estate development community. From acquisition and design to professional property management, Cathcart’s forward thinking and reputation for excellence has built more than just great communities—it has created strong relationships between the company, its property owners and its communities’ residents.
