After a successful career in real estate sales, Cathcart turned his keen insight toward the Charlottesville, Virginia rental market, where he ultimately developed several award-winning and highly sought after apartment and condominium communities. His success in analyzing the market and assessing consumers’ needs launched Cathcart to his leadership position within the real estate development community. C. Todd Dofflemyer Chief Executive Officer Cathcart Group
Todd Dofflemyer joined the Cathcart team in 2004 to focus on new development opportunities. In June of 2009, Cathcart Group promoted Todd Dofflemyer to CEO to lead the group’s family of companies, while Rip Cathcart continues his visionary leadership as the company’s Chairman. We understand the importance of high entrepreneurial energy, forward thinking, and dedication to quality and we look forward to the exciting opportunities that lie ahead said Dofflemyer. His multifaceted responsibilities include acquisitions, development, new construction, rehabilitation, and disposition of an extensive multi-family portfolio, as well as the development of single-family home communities. Prior to joining Cathcart, Mr. Dofflemyer worked in an executive capacity for Gumenick Properties. There he was instrumental in the growth and repositioning of the company’s apartment portfolio throughout Virginia and South Florida. Communities under his purview in Norfolk and Richmond, Va., as well as Miami Beach, Fl. have been recognized as "Property of the Year."
He has been active in the Virginia Apartment Management Association (VAMA), and the Richmond Apartment Management Association (RAMA), where he served on the Board of Directors for both Associations. He has a bachelor’s degree from Virginia Tech. in Housing, Interior Design and Resource Management with a focus in Property Management. He is also a Certified Property Manager (CPM) through the Institute of Real Estate Management.
Steve Northcott President Cathcart Construction
As the President of Cathcart Construction, Steve Northcott is responsible for all aspects of the construction process from preconstruction services through owner acceptance and occupancy. Steve has been actively involved in the real estate industry since 1985 in Virginia, North Carolina, South Carolina and Florida, having managed more than $200 million in real estate construction and development projects. Steve's project experience includes new construction, renovation and repositioning in multifamily, single family, healthcare, retail and office markets. Steve's breath of management responsibility includes the overall supervision and execution of complex development and construction projects, including planning, preconstruction services, design team coordination, budgeting, scheduling, contractor coordination, contract negotiations, cost control, quality control, staffing and personnel management. Steve is a graduate of Virginia Tech with a Bachelor of Science in Building Construction.

David Sharp Project Manager Cathcart Construction
As Project Manager at Cathcart Construction, David Sharp is responsible for all aspects of development and construction. Since 1994, Mr. Sharp has managed construction projects of over $100 million dollars of total value. David oversees the preconstruction, construction, project financials, scheduling, and quality control. He works closely with property managers to assure quality building construction and is the liaison between the project sites and the corporate office.
Prior to joining Cathcart Construction, Mr. Sharp was a Project Manager with a private developer and multi-family builder in Richmond, Virginia. There he oversaw the completion of a new $24 million multi-family project along with various multifamily renovations of existing properties and preconstruction activities for planned communities. David has also worked for a nationally known construction firm and a healthcare program consulting firm where he managed various healthcare projects of over $80 million.
David's project experience includes new construction, and renovation in multifamily, single family, and healthcare. He brings expertise in project management, communication and leadership. David is a graduate of The Pennsylvania State University with a Bachelor of Architectural Engineering in Building Construction and has passed the Virginia Class A Contractor's License Examination. His proven ability to take projects from inception to completion will enable Cathcart to maintain its high standard of luxury communities throughout the region.
Carolyn Busker, CPM®, RPA, CMCA, Principal Broker President Cathcart Property Management
As president of Cathcart Property Management, Carolyn Busker oversees the company’s day-to-day operations, as well as strategic planning and new business development. She has been involved in all aspects of real estate for the past twenty-four years, including commercial, retail, industrial, and residential properties. Prior to joining Cathcart, she was with Crescent Real Estate Equities and Transwestern Property Company, both in Dallas, Texas. Busker graduated summa cum laude with a bachelor degree in marketing communications from Mary Baldwin College. She is a Certified Property Manager (CPM) through the Institute of Real Estate Management and served on the Board of the Institute's Dallas chapter.
She also holds a Real Property Administrator (RPA) designation through the Building Owner’s and Manager’s Association. In addition, she holds the Certified Manager of Community Association (CMCA) designation through the Community Association Institute. She is licensed to sell real estate in both Texas and Virginia. She is involved with several charitable organizations.
Donald Vogeley Vice President Cathcart Property Management
Donald Vogeley has been involved with property management for seventeen years and a member of the Cathcart team since 1999. He is responsible for overseeing the day-to-day operations of luxury apartment communities and condominium Associations in Charlottesville, Virginia. He also serves as a central resource for marketing, advertising and new business development. Prior to joining Cathcart Property Management, Vogeley worked for AvalonBay Communities in Richmond, where he was recognized with the Property Manager of the Year award. His real estate experience also includes successfully pre-marketing and sales for an exclusive retirement community in Redding, CT. He holds a degree in sociology from Hartwick College and holds his Virginia Real Estate License.
Sarah Smith Property Manager Wexford at Devonshire
Sarah joined Cathcart Management in 2008 after working ten successful years at her previous employer, The Manor Group as Regional Apartment Manager. She managed approximately seven hundred apartment units in the West Virginia region of the Lancaster, PA based company. With Cathcart Management, she serves as the Property Manager for Devonshire, Wexford Village and The Townes at Devonshire. Her knowledge of the industry, organization, and her people skills has earned her the respect of clients and colleagues alike. Sarah's strong work ethic, attention to detail and commitment to her clients make her a highly valued asset. She continues to accept new challenges as the market changes and is constantly improving to meet the demands of a highly competitive field. She was recently recognized as a "Key Player of Putnam County" in Homes and Developments Progress 2010. Sarah has been actively involved with the Devonshire community from the beginning. Sarah hails from West Virginia and attended Marshall University.
Casey Woodzell
Casey Woodzell comes to Cathcart Property Management with over 13 years managing all facets of multi-family real estate. Her vast experience includes managing student housing in both Charlottesville and Greensboro NC. In addition, she has successfully managed contractors on new construction and renovation projects.
Casey's attention to detail, excellent customer service skills, and excitement for new challenges make her the perfect addition as the Property Manager of Cathcart's award winning Lakeside Apartments.
As a native to Charlottesville, she is a tremendous resource for an area steeped in rich history. She has a bachelor's degree in photography from Virginia Intermont College in Bristol Va. Her hobbies include photography, ceramics and pottery. She is a licensed Realtor in the State of Virginia and trained in Fair Housing and VRLTA laws.
Kelli Stone
Kelli Stone joined the Cathcart Management team in 2010. Her knowledge in the industry coupled with her professionalism was instrumental in helping Wexford Village at Devonshire win "Best In The Valley" and CEL's Real Estate Award for Exceptional Service.
Prior to joining Cathcart, Ms. Stone worked in Columbus, Ohio with Crawford Communities. Her dedication and drive led her to achieve the highest sales record within the company. She successfully met the needs of over one thousand apartment units and was awarded Property Manager/Leasing Consultant in 2008.
Ms. Stone graduated Summa Cum Laude with a degree in Business Management from Franklin University and was indicted into their business honor society of Sigma Beta Delta.
Ashley Coiner-Gordon
Ashley Coiner-Gordon joined The Cathcart Group in the summer of 2011. Prior to joining The Cathcart Group, Ashley enjoyed a five year career in student housing as a leasing consultant and quickly advanced to the position of Marketing Manager. Her involvement in the acquisition and development of new student housing communities in the University of Virginia market provided her with a myriad of experience in all aspects of property management.
Ashley's commitment to impeccable customer service coupled with a strong desire to uphold the integrity and excellence of this award winning company make her a valuable asset to The Cathcart Group.
